Please find herewith attached news published in The times of India/Nagpur times heading reads as Post-Chanda ban,RPF posts 271 %increase in cases of liquor seisure on newpaper date 19/09/2017.The news is related with working of RPF posted at Chandrapur and Balharshah railway station of Nagpur Division ,Central railway.At the end the news reads as-The liquor and the persons found in possession of the bottles are later handed over to the state excise department for action as we lack power to initiate legal process against them.The news given the statistical data of minors/females nabbed. About this news please provide following information.
1.The concerned RPF involved in carrying seizure and search operations of females and minors are doing these under which power given to RPF.
2.If we apply common sense then for 1 correct seisure/search there may be 20 searches involved .How the RPF relate such action under which rule.

As per the news published in Times Of India Nagpur edition dated 15/09/2017 HIGH COURT Mumbai ,HC division bench rejected petition of a student saying that-When the state has fixed the minimum eligibility criteria to maintain standards of a particular curriculam ,it is not expedient in the interest of justice to interfere with the same and to relax the said standards in favour of the petitioner.Please provide following information with this statement of High Court.
1.How a State Government found that a standard is achieved if minimum % restriction is put on admissions,through what type of study.
2.Please refer the fact that almost 50% engineering diploma and BE seats are vacant in current year so state government is having infrastructure which is unutilized.
3.When a student without any educational background say 5 th standard wants to study in engineering ,you have vacant infrastructure but because you set a particular restriction deny a student from learning

Grievance Description | : | Shri Piyush Goyal ,The Railway Minister has recentely declared that the ticket checking staff all over railways have to wear uniform whenever they are on duty.As per letter no.PA/RTI-41/04thQtr-17/V.D. dated 09/11/2017 of Pune division ,Central Railway sent by KRISHNATH PATIL,Sr.DCM,a specimen copy of ticket checking authority was attached to a letter specifies that in Pune division the ticket checking staff allowed to work in plain clothes while on duty.This contradicts the minister and hence to follow the minister instruction the permission must be withdrawn from ticket checking authority with immediate effect. I lodged grievance on this portal vide Token Id Dist CLCH 2017 360 on 04july2017.The matter was investigated by Tahasildar Chimur through its officials including Talathi Shankarpur.The report which was submitted on this portal is far away from truth and rules.They want Warsan certificate and affidavit must be attached to the application in proper proforma.The applicants husband Shriram Maniram Nannaware died on 11 December 2009 and untill now his name not changed by Talathi.In their report nowhere they accepted that to keep 7 12 record updated is their duty. As per Right to information act 2005 Under section 4B Proactive Disclosure of the office of the Darva tehasil dist Yavatmal given at web address yavatmal.nic.in slash mRTI lower underscore tahlower underscore dar.pdf it is clearly mentioned that the responsibility to keep revenue record update is duty of Talathi and even if their are some documents not attached with application he has to update 7 12 with his own investigation. अिधकार अिभलेख अçावत आिण िबनचुक ठेवb याची जबाबदारी महसुल अिधका- यांची असl यामुळे अज9सोबत आव^ यक द; तऐवज जरी जोडले नसले तरी सुj दा _ यासोबत चौकशी क£न वारसांचा फे रफार घेतला जावा. AS far as application on proper proforma is concerned the applicant belong to Scheduled Tribe and in Maharashtra only 1 out of 20 female ST women are having education above SSC so to expect such thing is not correct.At the most Talathi himself fill up proforma and take signature or thumb of the applicant.The warsan is marathi word for succession so Succession certificates are issued by Tahasildar and in court the at the end enquiry official is Talathi.This clause should be do away with. Please order the revenue officials to change the 7 12 mutation as per application with given set of documents ie 7 12 copy,death certificate and aadhar no.true copy.

My grievance is how for the following the state government will help the sufferers. 1.In India a agriculture land owner record is maintained on 7/12 form.If land owner is male then if he dies then the record on 7/12 changes and his wife’s name with their children’s name replaces the dead persons name.If land owner is female then if she dies then the record on 7/12 changes and her children’s name replaces the dead woman’s name though her husband is alive his name not get mentioned on 7/12.Why husband not get dead wife’s property when children are there ? 2.In Maharashtra if government servant of class III or class IV dies then there will be a job offered to the survived husband /wife.My neighbour lady lost her government servant husband when she was 39 year old.She registered her name for the job on compensation.There was no communication from government about when she get job till when she turned 45 then she received letter from the government that as she crossed 45 age she was not liable for any government job. How the lady can be helped ?She has one adopted girl child of 16 year old.Do you think it’s lady’s fault which deprived her from getting job ?

Following suggestion was given one month ago to the ministry but no reply yet received The buses of the state transport service ply buses from taluka place to rural places should carry no conductor.There should be no fare to come from villages to taluka place but there will be 25% higher fare for going to villages from taluka place which will be collected by bus driver.The bus should Be remodelled in such a way that front half will carry sitting passengers and rare half will be used to carry sell able perishable goods.The passenger can be allowed to carry his cycle.No current bus timings will be changed or stopped

उक्त तक्रारी संदर्भात आपणांस कळविण्यात येते की, आपण दि.04.01.2017 च्या अर्जान्वये महाराष्ट्र शासनाच्या राज्य शासकीय कर्मचाऱ्यांच्या निवृत्तीवेतन नियमामध्ये बदल करण्याची विनंती आपले सरकार पोर्टलव्दारे केली होती. सदर नियमामध्ये आपण सांगितल्याप्रमाणे बदल करण्याची विनंती मान्यता करता येणार नाही, असे शासनाच्या दि.30.01.2017 च्या पत्रान्वये आपणांस कळविण्यात आले आहे. सदर उत्तर कायम असून या उत्तरामध्ये कोणताही बदल करण्यात येत नाही.

उक्त तक्रारी संदर्भात आपणांस कळविण्यात येते की, आपण दि.04.01.2017 च्या अर्जान्वये महाराष्ट्र शासनाच्या राज्य शासकीय कर्मचाऱ्यांच्या निवृत्तीवेतन नियमामध्ये बदल करण्याची विनंती आपले सरकार पोर्टलव्दारे केली होती. सदर नियमामध्ये आपण सांगितल्याप्रमाणे बदल करण्याची विनंती मान्यता करता येणार नाही, असे शासनाच्या दि.30.01.2017 च्या पत्रान्वये आपणांस कळविण्यात आले आहे. सदर उत्तर कायम असून या उत्तरामध्ये कोणताही बदल करण्यात येत नाही.

Your Grievance:
I received two letters from State government Officers and I want to lodge this grievance about the quality of drafting these letters.Both letters attached. 1.Letter no.washi/ma.a./bandh/2017/1002/424 Nagar Parishad Office,Warora Dist.Chandrapur Date:12 July 2017 Twelve page letter sent by registered post under Right to Information Act 2005.My RTI requests clubbed together and without giving details of Second appeallate authority reply sent by Chief officer and first appeallate authority,Nagar Parishad ,Warora.They sent me 12 zerox copies but not asked me to pay for the same under RTI.At the bottom signature of CO is there but without the officers name underneath. 2.Letter no. prastu-1/2017/409 Office of the Tahasildar and Executive Magistrate,Chimur,Dist:Chandrapur Date:11 July 2017 Letter sent on my email address with my name and address written as Ra.:Shankarpur Tg : Chimur .In my grievance registered on portal Aple Sarkar nowhere I mentioned such address and I am not a resident of Shankarpur.The letter was sent in reply to my grievance.In the reply Tahasildar informed that as per Land Revenue Act 1966 under column 149 I have to submit land mutation application to Talathi with Warsan certificate and in proper proforma.At the end the signature was there without name of the officer. In both these letters the Acts mentioned but what is the intention of the Act is not used at all .The spirit with which the Acts were drafted is missing.The officers without mentioning their names signing the documents is very serious thing. Please provide necessary guidelines about letter drafting and training to the staff concerned.This is not complaint against any individual officer.
