RTI query by Vinay Dadmal

As per the news published in Times Of India Nagpur edition dated 15/09/2017 HIGH COURT Mumbai ,HC division bench rejected petition of a student saying that-When the state has fixed the minimum eligibility criteria to maintain standards of a particular curriculam ,it is not expedient in the interest of justice to interfere with the same and to relax the said standards in favour of the petitioner.Please provide following information with this statement of High Court.
1.How a State Government found that a standard is achieved if minimum % restriction is put on admissions,through what type of study.
2.Please refer the fact that almost 50% engineering diploma and BE seats are vacant in current year so state government is having infrastructure which is unutilized.
3.When a student without any educational background say 5 th standard wants to study in engineering ,you have vacant infrastructure but because you set a particular restriction deny a student from learning
