Proposal for Five-Day Working Week, 24x7 Banking Operations, Banking-on-Wheels Service, Enhanced Employee Welfare and Professional Education Institutions for Banking Employees

Respected Sir/Madam,

I respectfully submit the following proposal for consideration by the Reserve Bank of India, Ministry of Finance, Public Sector Banks, Private Sector Banks, and Banking Employees' Unions.

As banking employees are demanding a five-day working week along with better incentives and welfare measures, I believe that a balanced reform can satisfy both employees and customers while significantly expanding financial inclusion throughout India.

1. Five-Day Working Week with 24x7 Banking Operations

I support the demand for a five-day working week for banking employees subject to the following operational restructuring:

Proposed Model

Instead of complete closure on Saturdays and Sundays:

  • Banks should operate 24 hours a day and 7 days a week.
  • Employees should work only five days per week.
  • Every employee should receive two weekly holidays on a rotational basis.
  • Branches should function through staggered shifts and roster management.
  • Banking services should remain continuously available to customers.

Benefits

  • Employee welfare improves.
  • Customer convenience increases.
  • Branch infrastructure is utilized efficiently.
  • Overcrowding during peak hours reduces.
  • Employment opportunities increase through additional staffing.

2. Introduction of "BANKING ON WHEELS"

India has successfully implemented mobile medical units, mobile libraries and mobile ATM services in selected areas.

A nationwide "Banking on Wheels" initiative may be introduced.

Banking-on-Wheels Services

Special banking vans equipped with:

  • ATM
  • Cash Deposit Machine (CDM)
  • Biometric devices
  • Passbook printing facility
  • Account opening facilities
  • Loan enquiry services
  • Digital banking assistance

These mobile branches should provide doorstep banking at housing colonies, villages and remote locations.


Morning Banking Service

Timing: 7:00 AM to 10:00 AM

Services at residential areas:

  • Cash deposit
  • Cash withdrawal
  • Pension services
  • Senior citizen services
  • FD transactions
  • Account opening

Evening Banking Service

Timing: 5:00 PM to 9:00 PM

This will particularly benefit:

  • Working professionals
  • Small businessmen
  • Daily wage earners
  • Students
  • Women homemakers

3. Rural Banking Mobility Programme

Each Banking-on-Wheels van may cover:

  • 8 to 10 villages per day.
  • One-hour scheduled service in each village.
  • Published monthly route charts.

Services:

  • ATM facility
  • CDM facility
  • Aadhaar-enabled payments
  • KYC updation
  • Loan applications
  • Government benefit transfers

This system will substantially strengthen financial inclusion and reduce villagers' travel expenses.


4. Employee Incentive Reforms

To recognize performance and encourage excellence, the following incentives may be introduced:

Financial Incentives

  • Two to five advance increments for outstanding performance.
  • Productivity-linked incentives.
  • Annual excellence awards.

Non-Financial Incentives

  • Family holiday packages.
  • Domestic tourism support.
  • Educational grants.
  • Housing assistance.

Special Rural Service Incentives

Additional benefits for employees serving difficult and rural locations.


5. Banking Employees Education and Welfare Trust

A National Banking Employees Education and Welfare Trust may be established.

Funding Sources:

  • Voluntary contributions from employees.
  • Union welfare funds.
  • CSR contributions.
  • Contributions from banks.

6. Establishment of Professional Educational Institutions

To enhance employee welfare and social contribution, it is proposed that Banking Employees' Unions establish and manage:

Medical Colleges

Five MBBS Colleges

Integrated with teaching hospitals.

Capacity:

  • 200 MBBS seats per college.

Total MBBS Seats:

  • 1,000 seats annually.

Priority may be given to deserving wards of banking employees while complying with national admission regulations.


Engineering Colleges

Five Engineering Colleges

Capacity:

  • 200 students per college.

Total Seats:

  • 1,000 students annually.

Specializations:

  • Artificial Intelligence
  • Banking Technology
  • Cyber Security
  • Financial Technology
  • Electronics
  • Civil Engineering

7. Expected Outcomes

The proposed reforms are expected to:

For Banking Employees

  • Improved work-life balance.
  • Five-day working week.
  • Better welfare benefits.
  • Educational opportunities for families.
  • Increased job satisfaction.

For Customers

  • Banking services available seven days a week.
  • Doorstep banking facilities.
  • Reduced travel and waiting time.
  • Improved accessibility in rural areas.

For Government

  • Greater financial inclusion.
  • Better utilisation of banking infrastructure.
  • Increased digital banking adoption.
  • Employment generation.

FEASIBILITY ASSESSMENT

Operational Feasibility

Highly Feasible

✅ Rotational five-day work system

✅ Mobile ATM and CDM vans

These can be implemented through phased pilots.


Financial Feasibility

Moderately Feasible

Additional investment required for:

  • Banking vans
  • ATM/CDM installations
  • Staffing
  • Security arrangements
  • IT infrastructure

However, increased transaction volume and enhanced customer outreach can partly offset costs.


Welfare and Incentive Feasibility

Highly Feasible

Holiday packages, performance incentives and accelerated increments can be incorporated into existing HR policies with appropriate performance criteria.


Medical and Engineering Colleges

Long-Term Feasibility

Establishment of:

  • 5 Medical Colleges
  • 5 Engineering Colleges

would involve substantial investment running into several thousand crores of rupees, regulatory approvals, land acquisition and academic infrastructure. A phased approach through Banking Employees Education Trusts and CSR partnerships may be more practical.


Conclusion

The proposed model seeks to harmonize the legitimate demands of banking employees with the growing expectations of citizens for accessible, flexible and technology-enabled banking services.

A transformational combination of:

  • Five-day work week,
  • 24x7 banking operations,
  • Banking-on-Wheels,
  • Performance incentives,
  • Employee welfare measures, and
  • Professional educational institutions

can create a more productive, employee-friendly and customer-centric banking ecosystem for India.

I respectfully request the Reserve Bank of India, Ministry of Finance, Indian Banks' Association and Banking Employees' Unions to examine this proposal and consider suitable pilot projects and policy reforms.
