Subject: Proposal for Conducting a Unified MH-CET 2027 Examination for PCM, PCB and PCMB Students with a Single Combined Merit List for Admissions to Professional Courses
Respected Sir,
I respectfully submit this proposal for consideration by the Government of Maharashtra regarding an innovative reform in the Maharashtra Common Entrance Test (MH-CET) from the academic year 2027 onwards.
The proposed reform aims to establish a common examination platform for all Science stream students, simplify the admission process, promote multidisciplinary learning, ensure merit-based admissions, reduce student stress, and improve seat utilization in professional education institutions across Maharashtra.
1. Need for Reform
At present, Science students are divided into PCM (Physics, Chemistry, Mathematics), PCB (Physics, Chemistry, Biology), and PCMB (Physics, Chemistry, Mathematics and Biology) streams. Admission processes are generally influenced by stream-specific eligibility conditions and separate merit considerations.
As education is becoming increasingly multidisciplinary, there is a need to replace rigid stream-based divisions with a fair and transparent system that rewards overall academic performance and provides equal opportunities to all students.
A unified MH-CET examination can create a common competitive platform and simplify the higher education admission process for lakhs of students in Maharashtra.
2. Proposed Examination Structure
A single Computer-Based Test (CBT) shall be conducted for all Science stream students.

Examination Features
- One common examination for PCM, PCB and PCMB students.
- Computer-Based Test (CBT) mode.
- Multiple Choice Questions (MCQ) format.
- Equal weightage of all four subjects.
- No negative marking.
- Every student shall be free to attempt all questions.
- Final score shall be calculated out of 200 marks.
- A single result and common merit list shall be prepared.
3. Proposed Admission Framework
Admissions to professional courses shall be granted strictly on the basis of the candidate's position in the common merit list prepared from the unified examination.
Key Principles
- All students shall compete in a single examination.
- Every student shall have the opportunity to attempt questions from Physics, Chemistry, Mathematics and Biology.
- No negative marking will provide every candidate an equal chance to maximize his or her score.
- A single statewide merit list shall be prepared based on total marks obtained out of 200.
- No separate PCM, PCB or PCMB merit lists shall be maintained.
- Course and college allotment shall be based on:
- Merit Rank
- Reservation Policy
- Candidate Preferences
- Availability of Seats
Merit-Based Admission
Students securing higher overall scores shall receive higher preference during counselling and admissions, irrespective of the stream from which they have appeared.
This system rewards overall academic ability rather than stream categorization and provides equal opportunity to every Science student.
4. Feasibility Report

Assessment
The proposed examination structure is academically feasible because all four subjects are already part of the secondary and higher secondary science curriculum.

- Faster result declaration.
- Efficient centralized counselling.
Assessment
The State CET Cell already possesses extensive Computer-Based Testing infrastructure, making implementation practical and convenient.

C. Financial Feasibility
Advantages
- Better utilization of existing examination infrastructure.
- Reduced administrative expenditure.
- Lower operational costs.
- Simplified counselling and admission process.
Assessment
The proposal is financially viable and can improve the efficiency of public expenditure on entrance examinations.

D. Student Welfare Feasibility

5. Additional Benefit: Better Utilization of Engineering Seats
One of the major advantages of the proposed unified merit system is the reduction of vacant engineering seats.
Under the present system, many engineering seats remain unfilled in various institutions due to stream-specific restrictions and fragmented admission processes.
Under the proposed MH-CET 2027 model:
- All Science students will be part of a common merit pool.
- Students will have access to a wider range of course options.
- More candidates will become eligible to participate in counselling for available seats.
- Institutions will be able to fill a larger number of sanctioned seats.
- The number of vacant seats in engineering colleges can be significantly reduced.
- Educational infrastructure created by the Government and private institutions will be utilized more efficiently.
This will benefit students, educational institutions and the State alike.
6. Merit Ranking and Seat Allocation Process
Stage 1: Common Examination
All Science students shall appear for a single MH-CET examination carrying 200 marks.
Stage 2: Preparation of State Merit List
A common merit list shall be prepared based solely on the total marks scored out of 200.
Stage 3: Online Counselling
Candidates shall submit preferences for colleges and courses through a centralized admission process.
Stage 4: Seat Allotment
Seats shall be allotted strictly on the basis of:
- Combined Merit Rank
- Applicable Reservation Policies
- Candidate Preferences
- Availability of Seats
No distinction shall be made between PCM, PCB and PCMB students while preparing the merit list.

In view of the academic, administrative, financial and student welfare benefits described above, I humbly request the Government of Maharashtra to constitute an Expert Committee to study the feasibility of introducing a Unified MH-CET 2027 Examination with a Single Combined Merit List for PCM, PCB and PCMB students and to consider its implementation in the larger interest of students across Maharashtra.
I sincerely hope that this proposal will receive favourable consideration for the advancement of higher education in the State.
