 The post offices are equipped with barcodes for registration .When a letter is presented for registration or speed post then the dealing clerk paste the bar code on the letter and as per the weight the amount for that bar coded letter is recorded and a receipt prepared.My suggestion is we must sell the pre amounted bar codes at postal counters say Rs 25/-,Rs 30/-.Rs 35/-.Rs 40/-pre-recorded barcodes .It is a common knowledge that which barcode should be proper for which weighed letter.A customer first purchase bar code at the counter and when he wants he paste it on letter of particular weight at home or office.He then at his own time put that letter in a post office box.A postman when sort out the letters from post office boxes he sort such bar coded letters seperately and hand over these letter to registering clerk .The clerk then register these letters as per pre amounted barcodes so no money transaction needed at the counter .He ensures the correct barcode for correctly weighed letter.The clerk may prepare a receipt.The customer has the barcode number which he paste on a letter for tracking.Our counter is then become competitive with  the other marketing players.

It is observed that lot many cases are pending in the courts and tribunals.We must follow following procedural reform in judiciary  so that the cases can be solved quickly.

1.The civil courts are admitting number of cases where they can not deliver a judgement because the nature of the petition is of administrative nature where fixed rules formed by the government are used.For example a student filed a case for relaxation of marks for to get admission in the engineering stream.Here the state administration fixed the minimum % for admission.The high court later admitted its inability to relax the % for admission .In such cases the petitioners must be directed to the administration and court should not admit such cases.The registrars of the courts must direct the petitioners properly.

2.Before admitting any case a notice that a particular type of case is to be registered in court must be issued to the opposite party and a minimum 30 days period will be the waiting period.If no reply or unsatisfactory reply is received then the party may file the case in the court.Courts should keep away from directly admitting the petitions.

3.The central administrative tribunals were formed to get orders within 6 months but the cases are on an average taking  more than 1 year time to deliver a judgement.At present the grievance mechanism in the central government is at its best and hence the CAT should be stopped from functioning any further.If need arises then the Online CAT the functioning like National Human Rights Commission will be formed to work online from single place without oral hearing .

The way the past Loksabha and Vidhansabha elections were held ,very large manpower and money used to conduct the elections.Now let us decide to conduct the LOKSBHA 2019 election in a different manner and without EVM Electronic voting machine.

1.At present 10 crore per day authentication is possible on AADHAAR network so AADHAAR identity authentication should  be used in 2019 LOKSABHA election.

2.No petrolling policing will be deployed at any polling booth.

3.Common service center at each village and at selected places in cities including post office AADHAAR authentication centres will be used to cast vote electronically on internet site specially opened for election by Election Commission of India.

4.Any person with AADHAAR can vote from anywhere in India or abroad can authenticate first and then vote for anybody from any constituency across India.

5.The election will be held for 15 day period means a citizen can visit at any of these days at any listed AADHAAR authentication center and cast his/her vote.

6.All listed AADHAAR authentication centres will be notified and equipped accordingly.

7.Results will be made available soon after 15 days altogether.
8.The screen at polling booth willdisplay name of the candidate,symbol and name in english,hindi and local language.Preferably mouse selection or touch screen selection.
