Respected Sir,
I respectfully submit this proposal for
consideration by the Government of Maharashtra regarding the future direction
of education in the State. The rapid emergence of Artificial Intelligence (AI),
real-time translation systems, multilingual digital learning tools, and
advanced communication technologies is fundamentally changing the relationship
between language and knowledge.
Traditionally, English medium education was
considered necessary because access to technical, scientific, medical, and
professional knowledge was largely available in English. However, AI-driven
translation and learning technologies are creating a new educational
environment where knowledge can be effectively accessed, taught, and understood
in one's mother tongue.
Therefore, Maharashtra may consider becoming a
national leader in promoting quality mother tongue education while maintaining
multilingual capabilities.
1. Mother
Tongue Education up to Class XII
Proposal
- Marathi medium education should be encouraged and strengthened in
all schools across Maharashtra up to Class XII.
- Students should have the option to study all subjects in Marathi.
- Hindi medium schools should similarly be strengthened where
required.
- English should be taught as a language and skill subject rather
than being compulsorily used as the medium of instruction.
- The present Semi-English system should gradually become optional
rather than the default educational model.
Justification
Research worldwide demonstrates that students
understand concepts better when taught in their mother tongue.
Benefits include:
- Better conceptual understanding.
- Reduced learning stress.
- Increased participation in classrooms.
- Improved rural educational outcomes.
- Greater educational inclusion.

AI-Assisted Multilingual Education
Proposal
All schools should gradually receive:
- AI-based translation facilities.
- Marathi educational digital libraries.
- Voice-based learning systems.
- Interactive oral learning platforms.
- AI-supported personalized learning modules.

Benefits
Students will be able to learn in Marathi
while simultaneously gaining access to global knowledge.
This model combines:
- Local language education.
- Global knowledge accessibility.

3. MBBS
Education in Marathi Medium
Proposal
The State should actively expand
Marathi-medium MBBS education.
Feasibility
Today, AI-supported translation tools,
bilingual textbooks, digital glossaries and speech technologies make medical
education in Marathi increasingly practical.
Benefits
- Doctors can communicate more effectively with patients.
- Rural healthcare improves.
- Students from rural backgrounds gain better opportunities.
- Medical concepts become easier to understand during initial
learning stages.
4. B.Tech
Education in Marathi Medium
Proposal
Engineering education should also be expanded
in Marathi medium.
Feasibility
AI tools can instantly translate:
- Engineering texts.
- Research papers.
- Technical manuals.
- International literature.
Benefits
- Greater participation from rural students.
- Better conceptual learning.
- Reduced dependence on language memorization.
- Increased innovation and indigenous research.
5.
Competitive Examinations Must Be Multilingual
Proposal
All State-level recruitment and entrance
examinations should be conducted in multiple Indian languages.
Benefits
- Equal opportunity for all students.
- Removal of language disadvantage.
- Better talent identification.
- Social justice in recruitment.
Knowledge should be tested, not language
proficiency alone.
6.
Discontinue "Best of Five" Practice in SSC Evaluation
Proposal
The present "Best of Five" marking
system should be reviewed and gradually discontinued.

Alternative
Assessment should include marks obtained in
all six subjects.
Benefits
- Holistic development.
- Equal importance to all subjects.
- Greater academic balance.
- Reduction of selective learning tendencies.

Increased Emphasis on Oral Learning and Communication Skills
Proposal
Greater weightage should be given to:
- Oral examinations.
- Public speaking.
- Group discussions.
- Debate.
- Classroom participation.
- Practical communication skills.
Rationale
Future AI systems can write essays and
generate answers. Therefore, human strengths such as communication, reasoning,
presentation, and interpersonal engagement will become more important.
8. Future
School Model for Maharashtra
In the next decade schools are expected to
become centres of:
- Sports activities.
- Innovation laboratories.
- Creativity development.
- Critical thinking.
- Leadership training.
- Team-based projects.
- Cultural learning.
- Community engagement.
Schools should focus less on rote learning and
more on personality development.
Recommendations
The Government of Maharashtra may consider
constituting a High-Level Committee to study:
- AI and regional language education.
- Marathi medium expansion up to higher education.
- Multilingual competitive examination systems.
- Oral and competency-based assessment methods.
- Review of the Best-of-Five policy.
- Future-ready school education models.
Conclusion
The era of Artificial Intelligence presents
Maharashtra with a historic opportunity to democratize education. Knowledge is
no longer restricted by language barriers. By strengthening Marathi-medium
education while leveraging AI-powered multilingual tools, Maharashtra can
ensure both educational excellence and social inclusion.

to examine these recommendations and initiate suitable policy reforms.

मा. महोदय,
कृत्रिम बुद्धिमत्ता (AI), तत्काळ भाषांतर तंत्रज्ञान, डिजिटल शिक्षण साधने आणि बहुभाषिक ज्ञानप्रणाली यांच्या वेगवान विकासामुळे शिक्षण क्षेत्रात मोठा बदल घडत आहे. आज ज्ञान मिळविण्यासाठी इंग्रजी माध्यमाची सक्ती आवश्यक राहिलेली नाही. विद्यार्थ्यांना त्यांच्या मातृभाषेत दर्जेदार शिक्षण देणे अधिक सोयीचे व प्रभावी ठरू शकते.
त्यामुळे महाराष्ट्राने भविष्यातील शिक्षणव्यवस्थेसाठी मातृभाषा-आधारित शिक्षणाचा एक नवा आदर्श निर्माण करावा, अशी नम्र विनंती आहे.
१. बारावीपर्यंत मातृभाषेत शिक्षण
- इयत्ता १ ते १२ पर्यंत मराठी माध्यमाला प्राधान्य द्यावे.
- सर्व विषय मराठीत उपलब्ध करून द्यावेत.
- हिंदी माध्यमालाही आवश्यक त्या ठिकाणी समान प्रोत्साहन द्यावे.
- इंग्रजी विषय म्हणून शिकवावा, परंतु माध्यम म्हणून सक्ती करू नये.
- सध्या प्रचलित अर्ध-इंग्रजी (Semi-English) पद्धत ऐच्छिक करावी.
२. AI आधारित बहुभाषिक शिक्षण
शाळांमध्ये पुढील सुविधा उपलब्ध कराव्यात :
- AI आधारित भाषांतर साधने
- मराठी डिजिटल ग्रंथालये
- आवाजावर आधारित शिक्षण
- वैयक्तिक AI शिक्षण सहाय्यक
- स्मार्ट शिक्षण मंच
३. मराठी माध्यमातून MBBS
- वैद्यकीय शिक्षण मराठीत उपलब्ध करण्यासाठी शासनाने विशेष प्रयत्न करावेत.
- मराठी वैद्यकीय शब्दसंग्रह विकसित करावा.
- ग्रामीण विद्यार्थ्यांना अधिक संधी मिळेल.
- डॉक्टर आणि रुग्ण यांच्यातील संवाद अधिक प्रभावी होईल.
४. मराठी माध्यमातून बी.टेक.
- अभियांत्रिकी शिक्षणासाठी मराठी माध्यमाचा विस्तार करावा.
- AI तंत्रज्ञानामुळे तांत्रिक साहित्याचे भाषांतर सोपे होत आहे.
- ग्रामीण विद्यार्थ्यांचा सहभाग वाढेल.
- संकल्पनात्मक शिक्षण अधिक मजबूत होईल.
५. सर्व स्पर्धा परीक्षा बहुभाषिक कराव्यात
- महाराष्ट्रातील सर्व भरती परीक्षा व प्रवेश परीक्षा मराठीसह विविध भारतीय भाषांमध्ये उपलब्ध कराव्यात.
- विद्यार्थ्यांच्या ज्ञानाची परीक्षा घ्यावी, भाषेची नव्हे.
६. SSC मधील "बेस्ट ऑफ फाईव्ह" पद्धतीचा पुनर्विचार
- "Best of Five" पद्धत रद्द किंवा पुनर्विलोकन करावी.
- सर्व सहा विषयांचे गुण अंतिम निकालात समाविष्ट करावेत.
यामुळे विद्यार्थ्यांचा सर्वांगीण विकास होईल.
७. तोंडी शिक्षणाला अधिक महत्त्व
- तोंडी परीक्षा
- भाषण
- वादविवाद
- गटचर्चा
- संवाद कौशल्य
यांना अधिक गुण द्यावेत.
भविष्यात AI लेखी उत्तरे देऊ शकते; परंतु संवादकौशल्य, विचारशक्ती व व्यक्तिमत्व विकास हे मानवी गुण अधिक महत्त्वाचे ठरणार आहेत.
८. भविष्यातील शाळा
पुढील दशकात शाळा केवळ परीक्षा केंद्र न राहता:
- क्रीडा केंद्र
- नवोपक्रम प्रयोगशाळा
- नेतृत्व प्रशिक्षण केंद्र
- संस्कार केंद्र
- कला व संस्कृती केंद्र
म्हणून विकसित व्हाव्यात.
निष्कर्ष
AI युगात महाराष्ट्राला मातृभाषा-आधारित शिक्षणाचा राष्ट्रीय आदर्श निर्माण करण्याची संधी आहे. मराठी माध्यम मजबूत करून, AI तंत्रज्ञानाच्या मदतीने जागतिक ज्ञान विद्यार्थ्यांपर्यंत पोहोचविणे शक्य होईल. त्यामुळे गुणवत्तापूर्ण, समावेशक व भविष्याभिमुख शिक्षणव्यवस्था उभी राहील.
