Subject: Request for Separate Processing of Citizen Suggestions Instead of Forwarding Them to CPGRAMS Grievance Portal

Respected Sir/Madam,

I respectfully bring to your notice an issue being faced by citizens while using the President Secretariat Helpline Portal and its "Raise a Request" facility.

At present, applications submitted through the portal are frequently forwarded to the CPGRAMS Grievance Portal. However, every application submitted by a citizen is not necessarily a grievance. Many citizens use the portal to submit constructive suggestions, policy recommendations, innovative ideas, reform proposals, and public interest initiatives for consideration by the concerned Ministries and Departments of the Government of India.

Unfortunately, when such suggestions are forwarded to CPGRAMS, the concerned grievance officers often mark them as "Suggestions" and subsequently close the cases with a reply stating that suggestions are not permitted on the CPGRAMS grievance portal. As a result, genuine suggestions submitted by citizens do not reach the appropriate Ministry or Department for examination and consideration.

This situation creates an unnecessary barrier to citizen participation in governance and discourages individuals who wish to contribute ideas for administrative, legislative, and policy improvements.

In view of the above, I humbly request the President's Secretariat to consider adopting a separate mechanism for handling suggestions received through the President Secretariat Helpline Portal. Suggestions should be forwarded directly to the concerned Ministry, Department, Commission, or Authority for examination instead of being routed through the CPGRAMS grievance redressal system.

Such a mechanism would:

  1. Ensure that citizen suggestions reach the appropriate policy-making authorities.
  2. Prevent rejection of suggestions merely because they are not grievances.
  3. Encourage constructive public participation in governance.
  4. Promote innovative ideas and reforms from citizens across the country.
  5. Enhance the effectiveness and credibility of the President Secretariat Helpline Portal.

I therefore request your esteemed office to review the existing practice and issue suitable directions so that grievances and suggestions are processed through separate channels, ensuring that valuable citizen suggestions receive due consideration by the concerned authorities.

I shall be grateful for your kind consideration and appropriate action in the matter.

Yours faithfully,

Vinay Dadmal
