Subject: Proposal for Mandatory Aadhaar Number Mention on Gold Purchase and Gold Transaction Bills for Consumer Protection and Prevention of Fraud

Respected Sir/Madam,

I wish to submit a proposal for consideration by the Government of India and the GST Council in the interest of consumer protection, financial transparency, and prevention of fraud involving gold transactions.

Gold is one of the most trusted and widely purchased assets in India, especially among rural and semi-urban families. For millions of villagers, farmers, laborers, and low-income households, gold represents lifelong savings and financial security. Unfortunately, disputes related to gold purchases, gold exchanges, old gold adjustments, repair works, remaking charges, purity claims, and ownership often arise due to inadequate documentation.

I therefore propose that the Government introduce a legal requirement making it mandatory for every jeweller to mention the Aadhaar number (or masked Aadhaar number in accordance with privacy laws) of the customer on every bill generated for:

  1. Purchase of new gold ornaments.
  2. Sale of old gold by customers.
  3. Exchange of old gold for new ornaments.
  4. Gold repair and maintenance work.
  5. Modification or remaking of ornaments.
  6. Gold deposits received for work orders.
  7. Any other gold-related transaction carried out by jewellers.

The Aadhaar details should be digitally linked with the GST invoice generated by the jeweller and maintained in secure records for future verification whenever required.

Feasibility Report

Present Situation

At present, many customers receive invoices bearing only their name, mobile number, or sometimes incomplete details. In villages and small towns, bills are frequently misplaced, handwritten, or inadequately maintained. In cases of disputes, customers often face difficulty proving ownership of ornaments or establishing transaction details.

Problems Faced by Consumers

  1. Loss of documentary evidence of ownership.
  2. Fraudulent substitution of ornaments during repair or remaking.
  3. Disputes regarding purity and weight.
  4. Difficulty in claiming insurance or inheritance.
  5. Challenges in proving ownership during theft recovery.
  6. Problems faced by senior citizens and illiterate villagers.
  7. Lack of reliable records for legal and consumer disputes.

Expected Benefits

For Consumers

  • Strong proof of ownership.
  • Better protection against fraud.
  • Easier insurance claim settlement.
  • Better legal protection in consumer disputes.
  • Greater confidence in gold transactions.

For Villagers

  • Protection of lifelong savings.
  • Increased awareness regarding documentation.
  • Reduced exploitation by unscrupulous traders.
  • Easier recovery of transaction history.

For Government

  • Improved transparency in the jewellery sector.
  • Better audit trail of transactions.
  • Reduction in tax evasion opportunities.
  • Strengthening of formal economic records.

For Jewellers

  • Greater customer trust.
  • Reduced false claims and disputes.
  • Better record management.
  • Enhanced credibility of the jewellery industry.

Suggested Safeguards

To protect privacy, the bill may display only a masked format such as:

XXXX-XXXX-1234

while the complete Aadhaar information remains encrypted in the jeweller's digital records and accessible only under authorized legal procedures.

Implementation Strategy

  1. Amendment in GST invoice rules for jewellery transactions.
  2. Mandatory software integration by registered jewellers.
  3. Public awareness campaign through media.
  4. Special awareness programs in rural India.
  5. Penalties for non-compliance after a reasonable transition period.

Conclusion

India has successfully linked Aadhaar with numerous public services to ensure transparency and accountability. Extending appropriate identity verification mechanisms to gold transactions can significantly enhance consumer protection, particularly for villagers and economically weaker sections who depend heavily on gold as a store of wealth.

I humbly request the Hon'ble Prime Minister and the GST Council to examine this proposal and consider introducing suitable policy measures, rules, or legislation so that every gold-related transaction is supported by stronger identification and documentation safeguards.

Such a reform can go a long way in protecting innocent consumers and strengthening trust in India's jewellery ecosystem.

With highest regards,

Yours faithfully,
