Subject:

Proposal for Introducing a "Women-to-Women Property Transfer Policy" to Strengthen Women's Economic Empowerment, Property Ownership and Rural Development

Respected Sir,

I respectfully submit this policy proposal for consideration by the Government of India and the Government of Maharashtra.

India has made remarkable progress in promoting financial inclusion of women through Jan Dhan Accounts, Self Help Groups, Direct Benefit Transfer Schemes and various welfare initiatives. However, true economic empowerment is achieved not merely through benefits but through ownership of productive assets such as land, houses and commercial properties.

Land and property ownership provide women with long-term financial security, social dignity, access to institutional credit, decision-making power and protection against economic vulnerability.

Therefore, I propose a visionary policy reform that prioritizes the creation and preservation of women-owned assets across generations.

Proposed Policy

  1. Any property registered in the sole name of a woman, including:

    • Agricultural land
    • Residential properties
    • Commercial properties
    • Urban and rural plots
    • Industrial properties

should be permitted for sale, transfer or conveyance only to another woman.

  2. Agricultural land owned by a tribal woman should be transferable only to another tribal woman, subject to constitutional and statutory protections applicable to Scheduled Tribes.

  3. Legal rights relating to inheritance, succession and family settlements should remain protected under existing laws.

  4. The Central and State Governments may create a National Women Property Registry and Women Asset Monitoring System.

  5. Women purchasers may receive concessional stamp duty and registration fees to encourage women-owned asset creation.

FEASIBILITY REPORT

Economic Feasibility

1. Creation of Permanent Female Assets

Most welfare schemes provide temporary assistance. Property ownership creates permanent economic strength.

A woman possessing agricultural land, a house or commercial premises gains economic security that can benefit future generations.

2. Increased Access to Credit

Ownership of property enables women to:

  • Obtain bank loans.
  • Establish micro-enterprises.
  • Undertake agricultural activities.
  • Access housing and business finance.

3. Strengthening Rural Economy

Women property owners are more likely to invest in:

  • Dairy enterprises
  • Poultry farms
  • Food-processing units
  • Cottage industries
  • Self-help group activities

This can generate local employment and village-level development.

4. Reduction in Economic Dependence

Property ownership increases women's bargaining power and reduces economic dependency.

Women possessing immovable assets are better equipped to withstand financial shocks and family crises.

Social Feasibility

1. Improvement in Family Welfare

International and national studies consistently indicate that assets owned by women often contribute positively toward:

  • Child education
  • Nutrition
  • Healthcare
  • Household savings

2. Women's Decision-Making Power

Property ownership strengthens the participation of women in family and community decision-making processes.

3. Intergenerational Wealth Creation

Such a policy can gradually create a strong women-owned asset base in India.

Special Benefits for Tribal Women

Tribal women often depend directly upon land and natural resources.

Ensuring that tribal women's land remains within the ownership of tribal women can:

  • Protect vulnerable communities.
  • Enhance tribal women's economic status.
  • Prevent erosion of women-owned tribal assets.

Expected Long-Term Outcomes

  1. Increased women's ownership of agricultural land.
  2. Higher female participation in entrepreneurship.
  3. Stronger rural economy.
  4. Reduction in economic vulnerability of women.
  5. Improved social security.
  6. Enhanced financial inclusion.
  7. Promotion of women-led development.
  8. Support for reverse migration and village-based economic growth.

Recommendations

  1. Constitution of a High-Level Expert Committee.
  2. Preparation of a national consultation paper.
  3. Pilot implementation in selected districts.
  4. Creation of a Women Asset Database.
  5. Annual Women's Property Ownership Report.
  6. Legal examination by the Ministry of Law and Justice and State Law Departments.

Conclusion

India's next phase of development should focus upon creating productive assets in the hands of women. Women who own land, houses and businesses become long-term contributors to economic growth, social stability and family welfare.

This proposal seeks to initiate a national dialogue on strengthening women's property ownership and creating a sustainable framework for women-led economic empowerment.

I humbly request the Government of India and the Government of Maharashtra to examine this proposal and consider appropriate policy measures.

Respectfully Submitted,
