To The Government of India New Delhi Subject: Proposal for a Dual-Member Constituency Model to Enhance Women's Representation in Lok Sabha After Delimitation Respected Prime Minister, I respectfully submit this proposal for consideration regarding the implementation of women's representation in the Lok Sabha following the forthcoming delimitation exercise. The objective of increasing women's participation in legislative institutions is both necessary and commendable. However, the existing framework of reserving constituencies for women through rotation may lead to concerns regarding continuity of representation, constituency planning, and the future political prospects of elected representatives. In this context, I propose an alternative model that can substantially enhance women's representation while preserving existing constituencies and ensuring continuity in democratic representation. Proposed Dual-Member Constituency Model 1. Existing Lok Sabha Structure • Present elected strength of Lok Sabha: 543 Members 2. Additional Women Representation • Following delimitation, 239 constituencies may be identified on a priority basis considering population, geographic size, developmental needs, social diversity, and representation requirements. 3. Dual Representation System Each of these 239 selected constituencies shall elect: • One General Member of Parliament through the existing electoral process. • One Woman Member of Parliament through a seat reserved exclusively for women. Both Members shall possess equal constitutional status, parliamentary privileges, voting rights, and responsibilities. 4. Revised Strength of Lok Sabha • Existing Members: 543 • Additional Women Members: 239 • Total Membership: 782 Members 5. Enhanced Women's Representation This model would guarantee a substantial increase in the number of women Members of Parliament while also allowing women candidates to contest and win general seats. Consequently, actual women's representation could become significantly higher. Benefits of the Proposal A. No Displacement of Existing Representation No constituency would lose its general status, thereby avoiding disruption to the democratic process. B. Continuity and Stability There would be no requirement for periodic rotation of reserved constituencies, ensuring stability in constituency development and representation. C. Stronger Women's Participation A large number of women would enter Parliament without reducing opportunities available in the general electoral category. D. Better Constituency Governance Two Members of Parliament can collectively focus on public grievances, development projects, social welfare initiatives, and citizen engagement. E. Ease of Implementation Alongside Delimitation The model can be introduced as part of the post-delimitation restructuring process, reducing administrative complexity. F. Strengthening Democratic Inclusion The proposal advances the goal of women's empowerment while preserving electoral choice and constituency continuity. Legislative and Constitutional Requirements Implementation of this proposal may require: 1. Constitutional amendments permitting dual-member constituencies. 2. Amendments to the Representation of the People Act. 3. Revision of Lok Sabha seat allocation provisions. 4. Framing of election procedures by the Election Commission of India. 5. Enhancement of parliamentary infrastructure to accommodate the increased membership. Conclusion This proposal seeks to combine the objectives of women's empowerment, democratic continuity, and improved constituency representation. By introducing dual-member constituencies in selected constituencies after delimitation, India can create a unique and innovative framework that strengthens parliamentary democracy while promoting meaningful participation of women in national governance.
