The whole
RTI 2005 draft is based on only one aspect that is to bring TRANCEPERENCY in
Government Agency working .The SPIO have no right at all to refuse information
requested by falsely mentioning wrong sections of RTI 2005.Wheather a request
mode is in form of question but if answer is with SPIO then he has to reveal
it.He can not deny the information .May be he may mention his inability to
present it.I appeal to you to force the SPIO to provide requested information
in the form he possess it.RTI act 2005 is more citizen centric.A government
servant owes a lot to a citizen because a salary comes from citizen’s tax
payment.In this case hostel information for unemployed ST youth is sought if it
is not in those cities then it can be demanded through public representatives
MLA/MLC in VIDHANSABHA/VIDHAN PARISHAD etc.The same is the case about Tribal
Medical and Tribal engineering colleges in state.
