Respected Hon'ble Prime Minister,

I respectfully submit this proposal for consideration by the Government of India to establish a

Unified National Science and Health Entrance Test (UNSHET) as a single national entrance

examination for admission to undergraduate medical, engineering, science, agriculture, and allied

professional courses across the country.

The objective of this proposal is to promote educational equality, reduce examination burden on

students, simplify the admission process, encourage multidisciplinary scientific learning, and

establish a transparent national merit-based system for all science students.


Background

At present, science students are required to appear for multiple national-level entrance

examinations such as:

• NEET-UG for medical and allied health courses.

• JEE Main for engineering and technology courses.

• Various state-level and institution-specific entrance examinations.

This multi-examination framework creates several challenges:


• Increased academic pressure and stress.

• Financial burden on students and families.

• Dependence on expensive coaching systems.

• Duplication of testing infrastructure and administrative expenditure.

• Artificial division between Mathematics and Biology streams at the Higher Secondary

level.

The successful implementation of NEET-UG has demonstrated the effectiveness of a national

unified entrance examination. Building upon this model, a common entrance examination for all

science disciplines can further strengthen India's higher education system.


Proposal

Establishment of UNSHET

The Government of India may establish the Unified National Science and Health Entrance Test

(UNSHET) under the National Testing Agency (NTA) through suitable amendments in relevant

laws, regulations, and admission frameworks administered by:

• Ministry of Education

• Ministry of Health and Family Welfare

• National Medical Commission (NMC)

• AICTE

• UGC

• Other relevant statutory bodies

The proposed examination shall replace:

• NEET-UG

• JEE Main


and function as the sole national entrance examination for admissions to undergraduate science-

related professional and academic programmes.


Eligibility

The examination shall be open to:

• All candidates who have passed Higher Secondary Certificate (HSC)/Class XII or

equivalent examination from a recognized board.


• Students from CBSE, CISCE, State Boards, NIOS, and equivalent institutions.

• Candidates irrespective of the year of passing, subject to regulations prescribed for

specific courses by the Government of India and competent authorities.


Examination Pattern

The examination pattern shall remain identical to the present NEET-UG structure.

UNSHET Score = Physics + Chemistry + Mathematics + Biology

Maximum Score: 720 Marks

There shall be:

• No separate PCM merit list.

• No separate PCB merit list.

• No separate PCMB merit list.

• No separate engineering rank list.

• No separate medical rank list.

Every student shall compete through one common national merit list irrespective of intended

career choice.

REFORM in ADMINISTRATIVE working by District Collectors/ District Magistrates/ CEO ZP in all 750 districts in INDIA

 

Subject: Reform in Administrative Working by District Collectors / District Magistrates/CEO ZP

Respected Sir/Madam,

I respectfully submit the following proposal for consideration to improve administrative efficiency, accountability, transparency, and public service delivery in government offices.

Proposal

It is proposed that every District Collector/District Magistrate (DM) should conduct at least one surprise inspection every month of any government office, institution, field office, school, health center, revenue office, municipal office, or any establishment functioning under the district administration.

Following the inspection, the District Collector should prepare a detailed Inspection Report covering:

  1. Attendance and punctuality of officers and staff.
  2. Status of public grievance redressal.
  3. Quality and timeliness of citizen services.
  4. Record maintenance and file management.
  5. Office cleanliness and infrastructure.
  6. Compliance with government rules and instructions.
  7. Deficiencies and irregularities observed.
  8. Good practices and innovative initiatives noticed.
  9. Corrective measures recommended.
  10. Time-bound action points and responsibility assignment.

The Inspection Report should be circulated to all offices under the district administration and uploaded on the district's internal communication platform for information and compliance.

Feasibility Report

Administrative Feasibility

  • District Collectors already undertake field visits and inspections as part of their official duties.
  • Therefore, conducting at least one surprise inspection every month will not require any major administrative restructuring.
  • A standard reporting format can be prescribed by the State Government for uniform implementation.

Financial Feasibility

  • The proposal involves negligible additional expenditure.
  • Existing staff, infrastructure, vehicles, and communication systems can be utilized.
  • Reports can be circulated digitally through official email systems.

Expected Benefits

1. Improved Accountability

Regular inspections will motivate officers and staff to maintain discipline, punctuality, and efficiency.

Recommendation

The State Government may consider issuing instructions to all District Collectors/District Magistrates to conduct at least one surprise inspection every month and circulate the inspection report along with action taken recommendations to all offices under their jurisdiction.

Such a reform would significantly strengthen administrative efficiency, accountability, transparency, and citizen-centric governance at the district level.

In the spirit of reinforcing these values and promoting financial transparency and shared responsibility between spouses, I propose the introduction of a “Family Salary Sharing Scheme” under the budgetary framework.

I am writing to bring to your kind attention a critical issue regarding the handling of

cheque dishonour cases by banks in India.

Currently, when a cheque is dishonoured, banks mention only the primary

reason (e.g., "signature mismatch") and do not disclose if insufficient funds was

also a contributing factor. This practice can lead to legal ambiguity, especially in

cases where the drawer may have acted with dishonest intent, and where Section

138 of the Negotiable Instruments Act could otherwise be invoked.

�� My humble request:

I urge the Ministry and the RBI to issue clear guidelines to all banks, requiring them

to:

1. Check for insufficient funds in every cheque dishonour case, regardless of

other reasons.

2. Mention all applicable reasons for dishonour in the return memo, including


both technical and financial grounds.

This will help:

 Ensure transparency in banking operations.

 Empower payees with accurate legal grounds for action.

 Strengthen the enforcement of Section 138 of the NI Act, which is vital for

maintaining trust in financial transactions.

I hope you will consider this suggestion in the interest of justice and financial

accountability.

Lord Ganesh WISH

The Invincible Power Within and Around Us – A Ganesh Chaturthi Reflection ✍️ By Vinay Dadmal

Tomorrow marks the arrival of Lord Ganesha, the symbol of wisdom, remover of obstacles, and harbinger of auspicious beginnings. While I do not believe in God in the conventional sense, I hold a deep belief in an invincible power that governs the universe — a force that always acts for good.

“Toch Karta, Toch Karvita” — this power does everything, and makes everything happen. “Mage Ubha Mangesh, Pudhe Ubha Mangesh, Mazyakade Dev Maza Pahato Aahe” — this Marathi line reminds me that I must always act with integrity and help others, for this power watches me from all directions.

On this Ganesh Festival, I wish that Lord Ganesha — or the invincible force we all feel in moments of truth — blesses your work, your life, and your happiness. May your path be filled with clarity, courage, and compassion.

उद्या गणपती बाप्पा येत आहेतबुद्धीचे प्रतीक, विघ्नहर्ता आणि शुभारंभाचे दैवत. मी पारंपरिक अर्थाने देवावर विश्वास ठेवत नाही, पण मला विश्वात एक अदृश्य शक्ती आहे यावर नितांत विश्वास आहेजी नेहमी चांगलेच करते.

"तोच करतो, तोच करवितो" — ही शक्तीच सर्व काही घडवते. "मागे उभा मंगेश, पुढे उभा मंगेश, माझ्याकडे देव माझा पाहतो आहे" — ही ओळ मला नेहमी चांगले वागावे, इतरांना मदत करावी असे सुचवते, कारण ही शक्ती सर्व दिशांनी माझ्यावर नजर ठेवून आहे.

या गणेशोत्सवाच्या निमित्ताने, गणपती बाप्पा किंवा ती अदृश्य शक्ती तुमच्या कार्यात यश, जीवनात आनंद आणि मनात समाधान फुलवो हीच शुभेच्छा.

कल गणपति बप्पा का आगमन हैबुद्धि के देवता, विघ्नों के नाशक और शुभ कार्यों के आरंभकर्ता। मैं पारंपरिक रूप से ईश्वर में विश्वास नहीं करता, लेकिन मुझे इस ब्रह्मांड में एक अदृश्य शक्ति के अस्तित्व पर गहरा विश्वास हैजो हमेशा अच्छा ही करती है।

"तोच करता, तोच करविता" — वही शक्ति सब कुछ करती है और कराती है। "माझे उभा मंगेश, पुढे उभा मंगेश, माझ्याकडे देव माझा पाहतो आहे" — यह मराठी पंक्ति मुझे प्रेरित करती है कि मैं हमेशा अच्छा करूं और दूसरों की मदद करूं, क्योंकि हर दिशा से वह शक्ति मुझे देख रही है।

इस गणेश चतुर्थी पर, मैं कामना करता हूँ कि गणपति बप्पा या वह अदृश्य शक्ति आपके कार्यों में सफलता, जीवन में प्रसन्नता और मन में संतोष प्रदान करे।
